Ireland’s status as the only country in Europe without legislation governing Garda informants was highlighted at a recent meeting of the Oireachtas Justice Committee, when bereaved mother, Lucia O’Farrell, reminded its members that covert human intelligence sources continue to operate entirely outside a statutory framework.
O’Farrell said Ireland remains an outlier in Europe, with informant handling governed solely by an internal Garda policy document rather than by law.
