A Ministerial briefing prepared by officials in the Department of Children, Equality, Disability, Integration and Youth (DCEDIY) provides an interesting overview of the work of the Department prepared for the new Ministers Norma Foley, now with the title of Minister for Children, Disability and Equality and her Minister of State, Hildegarde Naughton who has the specific Disability Brief.
In it, officials admit that provisions for Ukrainian refugees “is far favourable to that which is provided to citizens and residents of the State, thereby calling into question issues such as equity and fairness” – and also say that “it’s likely that a legislative provision will need to be considered to enable implementation of new centres on State owned sites.”
