A “stateless” asylum seeker who participated in an anti-racism protest in Waterford, for which he was pictured in the Irish Times and the Irish Independent, ran brothels across Dublin.
His father, also called Stelian Ciuciu, was the head of the Roma Integration Association in Ireland, a state funded body.
