The State’s plan to introduce legislation that will allow them to completely bypass the normal planning procedures to allow them build ‘super’ IPAS centres is not news.
‘Emergency’ regulations are already in place allowing exemptions for buildings which seek to house refugees and asylum applicants and are immune from ordinary planning requirements. People could register observations, but these did not have to be addressed as is normally the case.
