A Freedom of Information request submitted by a resident of Saggart has succeeded in securing a report authored by KPMG which sets out the ‘Preliminary Business Case’ (PBC) for the purchase by the State of the migration transit hub at Citywest.
The PBC was submitted to the Department of Integration in March 2025, just three months before the sale by Tetrarch to the State for €148.2 million was publicly announced. It is entitled ‘Project Echo.’
